k618i can not work in Japan.

Now I'm in japan, and my number is not from japan then I use k618i.
But it can not use in here. In the display JP Docomo and JP Vodafone was barred.
But I have Opened my Internasional Roaming?
Can anyone help me how to solve this?

Sorry, now my number can use in Japan.
I was told to my operator customer service to open int roaming.
But until I arrived in japan it was not open. So my sister got angry to this operator n she told to cust service IT IS EMERGENCY.
Then I knew that operator not turning on int roaming.
