well of course it isn't but this picture was taken from both hemispheres at night and then obviously joined.
The main idea of the photograph by NASA was to highlight light polution from various countries.

I've got a nice big hi-res picture of that, pretty impressive!
Goes to show though how bad the light pollution is in some areas, and why in certain countries you'll not get a very good view of the night sky
