FCC only allows 2-1 GPRS?

While speaking to a Cingular technician today I complained that their GPRS only supports 2-1 timeslots while my phone supports 4-1. He told me that it's dictated by the FCC and that all GSM operators in the US have the same restriction. Can anybody confirm this?

I have heard that too - don't remember if it was 2-1 or 3-1 but FCC and the DOD still sucks.
