SETools For GSM Repair-a reliable one?

This topic is technical and needs replies from guys with technical knowhow.
I want to buy phone service and upgrading devices: SETools and TMS(Total Multi-Server) which one is more suitable? Or any other one better than these? I will not like tools/wares that wholly depend on the internet to operate.
