Are Virgin PAYG phones unlocked

question as above folks.

I read a few times on here that the phones they get are unlocked, i was wanting to get a cheap phone for my dad and use it on o2 network. All he does is call on it and the o2 shop wont let me buy any more phones this year! Dam them and their 2 phone limit. My wee nephew microwaved my dads old phone so need one quickly and cheap.

they certainly are from cpw and the link outlets.can't comment about other retailers though.
