Send it to the phone via Bluetooth or USB, then in Settings > Sound & Alerts > Ringtone, choose your new MP3 from the list.

No no, look, MP3 of my computer, i wanna cut someones and make it for my cellphone, the question is. how i do that?

Open them with Nero WaveEditor or something like that.

Then reencode in MP3 the small part and send it to your phone via Bluetooth or USB.
