I understand perferctly what your trying to say here but why should women have to conform to certain way just because men with dirty minds are out there?..I know women do get attacked for dressing provocatively but women also get attacked and raped in countries where women cover up as in some islamic countries,..and the end of the day men will be men and they will find a way to ogle at women in a sexual way regardless of clothing,dress..If anything women covering up or as you say wearing baggy clothes will only increase mens curiosity and make them do worse things..The only person who suffers is women from all of this and thats not right,society and its laws need to change of we are to rid of such crimes and people,not the way women dress..When i go out if i see a women i like yes of course i will see her in a sexual way,thats just the nature of man,animan instinct as you say,but i would do the same with a girl or women who was covered up aswell..just a attraction thing...female of the species and all that...women look attractive to us whatever they wear,be it a mini skirt or a whatever...and besides like i said pervs will find a way anyhow.

Thankfully another perv locked up. However when they say Minor what age is that under? How old was she? Only ask as in UK 16 and under is a minor in canada 14 and under so it varies a great deal. I personally think there should be a mobile/cell phone operators license. Its free and easy to obtain but should you get caught doing something like this you get your license revoked and are unable to have a mobile phone for x amount of years.
