how do make a transparent highlighter for themes?

when creating a highlighter for themes i want the pic to be on the far right and the left would be a transparent purple.. how do i do that? so basically i wanna know how to make a color semi transparent ...

Use a layer in Photoshop and save as a PNG (if the phone you're creating a theme for supports transparency)
